A white flag, three black horizontal stripes extending most of the way across the middle of the field, overlain by a gold-bordered red rectangle bearing a sword and scales of justice, the letters SP and a star in each corner in gold (sword blade silver), TRIBUNAL DE JUSTICA above and 3 DE FEVEREIRO DE 1874 below.
