Presentation of Umag

The Town of Umag (Italian, Umago; 12,901 inhabitants in 2009, 7,769 in the town of Umag) is located in the north-western end of Istria. Umag was granted the Municipality Status in 1992, which was upgraded in 1997 to the Town Status.

Flag of Umag

The symbols of Umag are prescribed by Decision Odluka o grbu i zastavi općine Umag, adopted on 25 November 1993 by the Municipality Assembly.
The symbols were approved on 28 DEcember 1993 by the Ministry, among a handful of municipal symbols that were approved prior to the establishemnt of the "Heraldry Commission" and of general rules regarding the municipal heraldry and vexillology.
The symbols are described in the Town Statutes Statut Grada Umaga, adopted on 4 December 2001 by the Town Assembly and published in the Town official gazette Službene novine Grada Umaga. This was repeated in the current Town Statutes Statut Grada Umaga, adopted on 17 August 2009 and published on 19 August 2009 in Službene novine Grada Umaga, No. 9.

There are no less than five different flag prescribed, all conforming to the same general description - a blue flag bordered yellow with the coat of arms off-set.
Two horizontal flags are prescribed, in proportions either 1:2 or 1:3, with the coat of arms is set in the centre of the first square, Two vertical flags are prescribed, in proportions either 1:2 or 1:3, with the bottom of the coat of arms set at the bottom of the first square. A third vertical flag is prescribed in proportions 1:6, with the coat of arms set in the centre of the first two squares.
The vertical flags have the shield in width 2/3 of the flag's width, while the horizontal flags have the shield in height in golden ratio to the fla'sg width (which turns out to be almost perfectly the shield in width 1/2 the flag's hoist).
The drawings accompanying the Decision show the border to be ca. 1/40 of flag's width, but the flags in actual use have it noticeably wider, to ca. 1/20.
The flags and arms in use are produced with various blue shades, from very light to deep dark blue.

The coat of arms is historical, "Azure a lion or standing atop two towers argent issuing from a wavy sea in base". The coat of arms is bordered in white in modern representations.

The original Decision includes drawings with the coat of arms in a design that differs slightly from the design that has been generally in consistent use at least since the mid-1990s. The original coat of arms differs only slightly in some inner details, such as the lion's face, details of the towers, and the representation of the waves. The new design was, apparently, not formally adopted, but since it does not change the blazon, one may consider it only as an artistic variation.
