The Municipality of Vinica (3,747 inhabitants in 2001, 1,269 in the village of Vinica) is located 40 km west of Varaždin.
The old town of Vinica, mentioned already in the 14th century, was ruled since the 16th century by the Gyulay family.

The symbols of Vinica are prescribed by Decision Odluka o opisu i uporabi grba i zastave Općine Vinica, adopted on 11 April 1996 by the Municipality Assembly and published on 19 October 1996 in the County official gazette Službeni vjesnik Županije Varaždinske, No. 17.
The symbols are described in the Municipality Statutes Statut Općine Vinica, adopted on 19 September 2002 by the Municipality Assembly and published on 11 October 2002 in Službeni vjesnik Varaždinske županije, No. 19. The Municipality Statutes Statut Općine Vinica, adopted on 20 July 2009 by the Municipality Assembly and published on 11 August 2009 in Službeni vjesnik Varaždinske županije, No. 27, repeat the description of the coat of arms and the flag, but also add the mention of a ceremonial flag, which is simply described as pentagonal (I guess that means a gonfalon ending triangularly).
The Statutes were amended by Decision Odluka o izmjenama Statuta Općine Vinica, adopted on 5 October 2009 by the Municipality Assembly and published on 1 December 2009 in Službeni vjesnik Varaždinske županije, No. 45 (text). The main change is in Article 6 describing the flag and the ceremonial flag,
leaving now only the description of the "normal" flag, with minor
difference in the wording.
The flag is prescribed in Article 4 of the original Decision as follows:
The flag is rectangular in proportions 2:1. The basic colour of the flag is blue (Blue 072 CV - according to the Pantone scale). In the middle of the flag the historical coat of arms of Vinica is shown in its original colours.

The coat of arms is prescribed in Article 3 of the original Decision as follows:
The coat of arms is a semi-circular shield shaped with a golden edge, as it is found in the seal of market town Vinica. In the shield itself is on a blue background a grapevine with five golden bunches of grapes.
The "seal of market place Vinica" refers to the historical seal of this
place. Laszowski's Grbovi Jugoslavije [lsv39] shows the coloured
version of the coat of arms, which must have been the template for the current design (which is, indeed, almost identical). Laszowski notes that the coat of arms was already shown in Valvasor's Opus Insignorium (1689).
Biserka Vlahović (Općina Vinica, 1997) shows the 1532 town seal bearing the inscription "Siggilum oppidi Vinicza. Anno domini 15-32", which is preserved in the Croatian History Museum in Zagreb. While it certainly shows a grapevine, the octagonal seal does no look anything like the modern coat iof arms.
