Haiti is divided to 9 departments: Artibonite, Centre, Grand
'Anse, Nord, Nord-Est, Nord-Ouest, Ouest, Sud and Sud-Est. There
is no information about any flags used in those departments.

Cap-Haïtien is a commune on the north coast of Haiti and capital of the
department of Nord. There are about 200,000 inhabitants.
The flag is
a bicolor, red over white, with a big white square in the center where are
drawn the arms of the commune. This coat of arms depicts a phoenix, with the
motto "I am reborn from my ashes" above it, on a ribbon in the national
colors.
Unfortunately, a typo has been made on the flag, as you can
clearly see that : "c" in "cendres" has been replaced by a "g," resulting in
the word "gendres" (sons-in-law). Of course, "I am reborn from my
sons-in-law" sounds rather strange...

This possible emblem of Milot (Nord, Haiti) came from the Facebook page of
the City Council.

This emblem looks like a derivation of the royal
arms of Henri I of Haiti, previously known as Henri Christophe. However,
that one displayed the stars, not the bees, and there was no label - speaking of
which, five points would have denoted King's grandson, but King's only surviving
son was killed shortly after his death, at the age of 16, before he was able to
father any children.
