It is a fairly untypical Portuguese communal flag, with the coat of arms centred on a quartered background of green and white, usually meaning (town rank).

The arms are Argent on a pale wavy Azure a pallet wavy Argent flanked at dexter by three bunches of grapes Purpure leaved Vert set in pale and at sinister by three twigs of cherry Vert fruited Gules set in pale. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "PENAJÓIA".

Penajóia Commune is one of the 18 communes of Lamego Municipality (q.v.); it had 1250 inhabitants in 2001 and covers 10,33 km².
