It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

Shield Gules, in chief a pair of scales Or, balanced by a sword flamant of the Same, in base a plough share Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "PÓVOA DE S. MIGUEL".
Meaning:
Sword and scales are the attributes of St. Michael, local patron saint and name giver of the commune.
