It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of purple and white.

Coat of Arms

Shield Argent, semy of grapevines Purpure leaved Vert, over all a pair of keys crossed per saltire, one Or and the other Argent. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "SANTAR - NELAS".
Meaning:
The crossed keys are an attribute of St. Peter, the local patron saint.
