The flag of CRESR is white with a dark red triangle, not reaching the
edges of the flag, charged with the yellow letters "CRESR". The
"Impact" font seems to be a correct approximation of the font used on the real flag, which is shown on a photography on the CRESR website.
The flag was designed by two teachers of CRESR, María Luisa Castillo
and Martina Cárdenas. Garnet red (rojo granate) represents the
flower of the chivato salpicada de amarillo* , a tree that grows
profusely near the center. White is the symbol of the purity of the
children and of the youth.
*Chivato is the name given in Argentina and Paraguay to the Royal
Poinciana, D. regia (Boj. ex Hook.) Raf., a tree native from
Madagascar, aka Flamboyant (FlameTree) or Malinche. The Portuguese
word chivato, "a pimp", alludes to the bright red, profuse flowers
of the tree. The biggest petal (standard) of the flower is white and
yellow-spotted, which might explain the salpicado de amarillo
(yellow-spotted) epithet.

Centro Regional de Educación "Saturio Ríos" (Education Regional
Center "Saturio Rios"), located in San Lorenzo, is the follower of the
Escuela Normal Rural (Rurual Schoolmasters' College), built with the
help of the US government and inaugurated on 25 April 1956. Decree No.
28,343 of the Executive, signed on 22 April 1963, transformed it into
the Primer Centro Regional de Educación de la Repúblic (First
Education Regional Center of the Republic); the center was ruled by a
Director General appointed by the Paraguayan Minister of Education and
an US Assessor.
On 16 October 1966, the center was named after Saturio Ríos
(1846-1920). Born in San Lorenzo, Ríos was the first telegraphist in
Paraguay.

Universidad Autónoma de Luque (UAL) was established on 11 May 1995 by Juan
Antonio Galeano, Vicente Renna Leguizamón, Arsenio Niro Cañete, Sebastián A.
Chamorro and Antonio Rodríguez. Approved by Decree No. 11,353, issued by the
Executive on 17 November 1995, UAL was officially
recognized by Law No.
1,455, promulgated on 18 August 1999.

Universidad Católica “Nuestra Señora de la Asunción” (UCA) was established by
a Decree signed on 13 February 1960 by His Grace Juan José Aníbal Mena Porta
(1889-1977), Archbishop of Asunción (1949-1970). UCA was placed under the
direction of the Paraguayan Episcopal Conference and of the Archbishop of
Asunción, as its Grand Chancellor. The university's patrons are the Sacred-Heart
of Jesus and Our Lady of the Assumption. UCA was officially recognized by
Executive Decree No. 9,350 issued on 22 March 1960. The Decree states that "the
creation of a new university represents an effective contribution to the
cultural elaboration of the country, the intellectual, moral and technical
education of the youth, and to the development and preservation of the national
scientific heritage."
The Statutes of UCA were recognized by Executive Decree
No. 11,079, issued on 24 June 1960. They were last modified by Executive Decree
No. 11,739 issued on 18 January 2008.
UCA is composed of six campuses
(Asunción, Alto Paraná, Caaguazú, Concepción, Guairá, Itapúa) and four
pedagogical units (Carapeguá, Caacupé, Guarambaré, Pedro Juan Caballero).

Universidad Nacional de Asunción (UNA) was established on 24 September 1889 by
the Law on Secondary and Superior Education. Inaugurated on 1 March 1890, the
university was then composed of the three Faculties of Law and Social Sciences,
Medicine and Related Branches, and Mathematics (not operational until 1926, as
the Faculty of Physical and Mathematical Sciences).

Faculties and 2 Institutes.

The flag of FP-UNA is white with the faculty's seal in canton, "FP - UNA" near the top of the flag, and the faculty's motto "Construyendo el Futuro" (Building the Future) near the bottom of the flag. In May 2010, FP-UNA staff members of the first Paraguayan Antarctic expedition displayed the flag in different sites.
The seal of FP-UNA is made of an open book flanked by branches tied
under the book and surrounded by two concentric rings, the inner ring
charged with "FACULDAD POLITECNICA / VITAM IMPENDERE VERO", the outer
ring charged with "UNIVERSIDAD NACIONAL DE ASUNCION / REPUBLICA DEL
PARAGUAY".
The faculty's Latin motto, "Vitam impendere vero", "To devote one’s
life to truth", is borrowed from the Latin poet Juvenal (IV, 91).

The "Facultad Politécnica de la Universidad Nacional de Asunción" (FP-
UNA) was founded on 8 February 1979 by Decree No. 1538-03 of the
Higher Council of the Asuncion National University. FP-UNA is divided
into the Departments of Management, Basic Sciences, Computer Science,
and Electricity and Electronics. With its main campus in Asunción, FP-
UNA has two secondary seats in Coronel Oviedo (1992) and Villarrica
(1995).

Universidad Nacional de Caaguazú (UNCA) was established in Coronel Oviedo by Law
No. 3,198, promulgated on 4 May 2007; its Constitution is prescribed by Law No.
3,385, promulgated on 7 December 2007. The creation of UNCA was pushed by the
Representative Mario Soto Estigarribia and the Senator Silvio Ovelar Benítez.
UNCA is composed of 7 Faculties and 1 School.

Universidad Paraguayo Alemana (UPA) was established in 2013 in San Lorenzo by
Unión Industrial Paraguaya and the University of Heidelberg (Germany).
The flag of UPA is white with the university's emblem.

The agreement for the establishment of this University was a process that
started in mid-December 2011 from an interest by the Stiftung Rehabilitation
Heidelberg, SRH who contacted the Unión Industrial Paraguaya, UIP (English:
Paraguayan Industrial Union) to establish the first German private University in
South America.
On April 10, 2012 the UIP signed an agreement with SRH and
SRH Hochschule Heidelberg that was the starting point for the establishment of
the future University.
Finally the UPA was established by Ley 4892/2013
on April 30, in the framework of the "Acuerdo de Cooperación Bilateral entre
Paraguay y Alemania" (English: Bilateral Cooperation Agreement between Paraguay
and Germany). The Universiy is located in Asunción.

Universidad San Carlos was established in 2007 by Law No. 3,397, succeeding
Instituto Técnico Superior San Carlos (established in 2005 by Law No. 2,832).
The name of the university is a tribute to Real Colegio Seminario de
San Carlos, where the national elite was educated during the colonial period.
Universidad San Carlos offers classes in Farming, Agronomy, Zootechnology,
Food Technology, Environmental Sciences, and Forestry.
