The City of Arkhangel'sk is the capital of Arkhangel'skaya Region. The City
District has 9 Territorial Districts, but they have no flags or emblems, as far
as I know.
There is an unofficial flag that is produced and sells. It is a
banner of arms, and probably will be official one day.

A flying archangel in blue robes with a fiery sword and shield is depicted on a
golden shield, defeating a black devil. This is the same coat of arms from 1780.
