According to the Thai Ministry of Interior in 2000, the flag of Kamphaeng 
Phet province looked horizontally divided yellow-dark pink-green (1:2:1) with a 
representation of the provincial seal in the middle of the flag. The flag can be 
seen nowadays on the provincial website:
http://www.kamphaengphet.go.th/new_web/New_web/his_01.html and obviously the 
middle stripe is red. The description on the provincial website confirms that 
the flag is "a rectangle in three colors: red, yellow and green."
