The Town of Cromwell has informed me that it has no flag.

The flag of Cromwell, Connecticut, consists of the town emblem, in gold, on a royal blue bedsheet. It was unveiled at the then-new town hall on November 2nd, 1985.

The source also mentions a 6×10 ft flag. The color shade used is RGB:3B4093, which is not far off the mark of the recommended RGB equivalence of 3D428B for what Pantone Inc. gives at https://www.pantone.com/color-finder/19-3955-TCX for its named color “Royal Blue” a.k.a. PMS 19-3955-TCX. It’s a dusky purplish dark blue. According to https://en.wikipedia.org/wiki/Royal_blue the phrase "royal blue" is habitually understood to be of a vivid, strong, bright hue — which U.S. dictionaries tend to describe as also.
