I found a news article illustrated with a photo of the local town hall where
what seems to be the county flag can be seen, hoisted along with the national
flag, the POW/MIA flag (these two on the same pole), and the state flag, all at
half mast:

It is a blue flag with a large main red seal centered on it. The seal
shows with a bald eagle in black and white landing on some flowers (or stars?),
and it is edged white with golden outline on the outside and bearing some text.
The seal on this flag is not that shown below, which is very different —
but U.S. flags can have with seal-like items on them while the local seal is
different.
