I found a Google Maps photo from 2013 that shows the flag flying at the city hall. I don't know the exact date when this flag replaced the previous flag.

A red flag with the seal centered. The seal bears the image of the city hall, and around written CITY OF THE APPLE FESTIVAL and below VERSAILLES, MO., and the date of founding (1815?)
