It is unclear when the current flag (and logo) was adopted, but it is known to have been used for at least 12 years now. Centered upon a white field is a Zia sun symbol in red, with the words "Roosevelt County" and "Established 1903" encircling it. In the circular section of the sun symbol is a depiction of sunset as the background, along with two windmills, a pig, cow, man on a horse, and two traditional windmills found on farms, all in black; in orange is a map of the county. These elements represent the nature of the county's industry, which is primarily ranching and farming.

The old Roosevelt County flag was adopted for its hoisting in the state capitol in January 1993. It is white and uses the old county logo. In the background of the circular device in the center is a depiction of the sky and earth. Imposed upon this is a 3D-style map of Roosevelt County in orange. Just over it are two mounds (in white outlined in black); one mound depicts a yucca plant. The circular device is outlined in green, and circling it are the words "ROOSEVELT COUNTY".
