According to this June 1999 article (Vol. IV, No. 1, Issue 7) from FLAGWAVER,
the Journal of the Great Waters Association of Vexillology
(https://gwav.tripod.com/issue_7.htm), that year the flag of Stow was changed
from having a cross in the city seal to having an unidentified bible and "In God
We Trust," owing to a district court ruling that the seal was unconstitutional,
which led the insurance company to no longer pay to defend the city in court.
In the blue canton is the Liberty Bell, which has upon it an eighteenth
century US flag and around it 17 stars, for Ohio being the 17th state admitted
to the Union.
