I couldn't find exact year of the creation of 
Bamyan Province, but it certainly existed in 1982.
Administrative-territorial division and municipalities:
Today Bamyan 
Province has 14 175 km2, with about 425 000 inhabitants. It has 7 districts: 
Bamyan, Kahmard, Panjab, Sayghan, Shibar, Waras, and Yakawlang. There are 5 
municipalities - all of the 3rd class: Bamyan, Kahmard, Panjab, Waras, and 
Yakawlang.

Before the current emblem, there was a previous one (2015-2018) 
and even something that looks like a flag, 
but it might as well be an advertising, a poster or anything else. For districts 
I didn't find anything'
