Municipality

The municipality of New Carlisle (1,388 inhabitants in 2016; 6,790 ha) is Gaspesia's main English-speaking municipality.

New Carlisle was established by English loyalists from New York who landed in Paspébiac in 1784. They settled in Petit-Paspébiac, which was renamed to New Carlisle, after the birth place of English Lieutenant-Governor Cox.
New Carlisle is presented as the birth village of René Lévesque (1922-1987), founder of the Parti Québécois in 1968 and Prime Minister of Québec from 1976 to 1985. Levesque was indeed born in Campbellton (New Brunswick), across Bay of Chaleur, where the only modern hospital l in the region was located.

The coat of arms is "Quarterly, 1. and 4. Gules a pair of scales surmounted by an English crow all sable and or a base wavy argent, 2. and 3. Azure three fleurs-de-lis or. The shield supported by two maple branches vert tied crossed in saltire and tied by a ribbon gules holding a scroll or inscribed with the motto "Scadit Sublime Virtus"."

The base wavy argent represents the sea and New Carlisle' geographical location.
The pair of scales, as the symbol of justice, represents the county's capital.
The English crown recalls the English loyalists who founded New Carlisle.
The three fleurs-de-lis represents New Carlisle's French population.
The Latin motto reads "Virtue Reaches the Top".
