According to the statutes of the city (Hauptsatzung, available at the city website the flag is coloured red and white:
Hauptsatzung der Stadt Wuppertal§ 1
"(2) Das Wappen der Stadt Wuppertal zeigt in Silber, auf zwei goldenen Garnsträngen stehend, einen nach links blickenden, zweigeschwänzten roten Löwen, blau bewehrt und blau bekrönt, welcher einen schwarzen Rost hält."
"(4) Die Farben der Stadtflagge sind rot-weiß".
Wuppertal is a county-free city (Kreisfreie Stadt).
