"Molvania: A Land Untouched By Modern Dentistry" is the first of the
"Jetlag Travel Guides", a series of humorous satires on fictional
countries. Molvania is supposed to be a former Soviet Republic, although
its name is most probably a play on the names of certain provinces in
Romania.

The book gives the following explanation:
National FlagThe Molvanian 'trikolor' is unique for the fact that it has only two colours. After the fall of the Iron Curtain, Molvania was the only ex-Soviet state to retain the hammer and sickle. So enamoured were they with the symbols of workers' unity, they added a third tool - the trowel.
