The municipality of Oprtalj (981 inhabitants in 2001, 118 in the village of Oportalj) is located in the central northern part of Istria, across the valley of river Mirna of the much more famous town of Motovun, about 20 km north-west of Pazin.

In 2022, the coat of arms and thus the flag were redesigned, and they are now
harmonized with Croatian heraldry.
A 1:2 white flag with a yellow
bordered coat of arms of the municipality in the middle.
The coat of arms of
the Municipality consists of a heart-shaped shield and the content inside it.
The background of the upper part of the coat of arms is blue, and in the middle
of the blue field there is a flat gold-yellow cross. The lower part of the coat
of arms is covered by a silver-white castle that ends on the middle of the
shield with a jagged edge. There are three portals of closed brown doors on the
castle. The coat of arms is framed by a black border along the line of the
shield.

The coat of arms is "Azure masoned walls argent issuant from the base with three closed doors proper and in chief a cross patty or".
This is the historical coat of arms, possibly dating from the 14th century.

The municipality of Oprtalj has a historical coat of arms: in a blue shield, a silver wall with a crown and with three closed wooden doors and a golden cross in the header. A light gray vertical flag with a coat of arms in the lower part and gold ribbons along the vertical edges and gold fringes along the lower edge is prescribed.

The ceremonial flag (photo, photo) is vertical with the coat of arms in the centre, bordered in gold around the edges and with the municipality's name inscribed in gold in two arches above the arms, in Croatian and Italian.

It is recorded that a white flag with a coat of arms in the middle is used, and as a ceremonial flag a vertical version bordered with a gold border, with the name of the municipality written in gold in Croatian and Italian in two arches above the coat of arms.
