The flag is a horizontal tricolour of green, yellow and blue.
Under
http://www.bandung.go.id/arti_lambangbr.htm you can find a description of 
the arms, and the flag, unfortunately I don't know enough Bahasa Indonesia to be 
able to translate the text.

"Flag that is used by Bandung Kotamadya is that based by Decision Letter of 
People's Representative Council of Daerah Sementara Kota Besar of Bandung drops 
off 8 June of 1953 No. 9938/53.
"The flag is as being joined together at the Decision diktum to be topped as the 
following:
"a. Flag that is used by Kota Besar of Bandung and three pieces of horizontal 
stripe, each person consecutively from over GREEN stained under, YELLOW and BLUE
"b. Comparisons among its width and the stripes below a urutn's letters from 
over under is 2:1:1; 
"c. Comparison among long and its width differs from that 7:5."
So the flag might have three horizontal stripes green-yellow-blue in 
proportions 2+1+1 and an overall ratio of 5:7.

This flag may exist on paper, but it isn't used regularly if at all. I spent 
lots of "quality" time in city government offices and never once saw the green, 
gold, and blue horizontal tri-bar although each office had multiple flag poles 
available for flag display. I asked one official about the flag, and he had 
never heard of it.

According to the official website,
http://www.bandung.go.id/?fa=pemerintah.detail&id=329, the flag was adopted 
08.06.1953, together with the municipal coat of arms. The document bears Number 
9938/53. However, the image of the flag now is different. The stripes are not 
equal in height, but in the ratio 2:1:2.

 In the Indonesian Army Museum in Jakarta (July 2007) was a flag display 
(showing the real flag and a painted picture). The Tasik Malaya (West Java) 
independence flag (Aug 7th 1949) is from Tasik Malaya's self-proclaimed 
independence. It has 2:3 flag proportion, red over white charged with yellow 
crescent and 5 pointed star in the center.

 In the Indonesian Army Museum in Jakarta (July 2007) was a flag display 
(showing the real flag and a painted picture). The date of independence for this 
state was not written. The two flags are 2:3, one a red field charged with white 
crescent and a 5 pointed star. The crescent is smaller than the
Turkish one. The other is a green field with same the 
design.
