I guess that the main object at the emblem (and which gave the city flag its color) was supposed to be the local flower Irus Natzerati (Iris bismarckiana) [retrieved], however, this flower is white and the flower in the emblem is Irus HaGilboa (Iris haynei) [retrieved].
Official homepage at www.nazareth-illit.muni.il [retrieved] with many photos of the flag.
Since I had a chance to inspect the flag from close range, the inscription isn't the city name but "Israel" in Hebrew and English.
