Kuroiso City was merged into Nasushiobara City 那須塩原市 on Jan 1st 2005. The green flag was abolished.

The katakana character クロ “Kuro” is stylized to symbolize the city's development and unity. The town's name in English is written in white letters at the bottom of the hoist.
