The flag of Loreto was adopted during the term of Municipal President José Guadalupe Teodomiro Gallegos Olvera on 1 January 1986. Its designer is Roberto Mata Dávila. Below the shield, a ribbon reading "LORETO, ZAC." Above a brown and a blue sheet, an oval is placed that depicts a farmer in the valley at sunset watering his crops, having in the distance mountains. Above, a ribbon reads "DE LA TIERRA SUS FRUTOS" [Of the land its fruits]. To the upper-right, the Our Lady of Loreto church. To the upper-left, an image of the San Marcos Hacienda, where the Normal Rural School was established in 1933; it gave rise to the flourishing of agriculture in the area. Above, the year 1931 marks when it became a municipality. At the top, a bowl of the fruits of the land recognizing the importance of agriculture, depicting: turnip, lettuce, grapes, onion, potato, apple, corn, and pear.
