This is the flag of the former Otago Harbour Board, which has been reorganised, regrouped and renamed since this last flew in the early to mid 1980s. It's a boring flag in a way, in that it just has the initials of the organisation on a plain background — a building site flag. The clever thing about it though is that the initials have been nicely shaped into an anchor — the perfect symbol for a Harbour Board.
