It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of black and white.

Shield Gules, a lozengy shield Argent charged with five inescutcheons Azure set in cross, each one charged with five plates in quincunx, the whole surrounded by three royal coronets Or gemmed Vert and Gules ordered 1:2 connected by a crown of thorns Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "SANTA JOANA - AVEIRO".
Meaning:
A lozengy shield was usually dedicated to noble women. Thus the lozenge with the five quinas is probably alluding to St. Joana, the Princess, the local patron saint.
