This is the former coat of arms of the city (1781), with two bears in the upper part taken from COA of Novgorod Governorate. Now these arms are not official.

The upper half of the arms of Petrozavodsk is the arms of Novgorod, to whose province (guberniâ) Petrozavodsk / Petroskoi once (before 1918) belonged.
