This flag is ascending diagonal light blue over green, the division line
meeting the edges of the flag offset to the center and not at the lower
hoist and upper fly corners, having a downwards kink in the middle, and
overlaid with three very thin parallel white stripes separated by a
2/3rds width gap, making the division line 3W + 2B- + 3W + 2V + 3W.
