Foro del Agua Salvador (Water Forum El Salvador) is "a permanent platform of
organizations and institutions that coordinate together to foster a responsible,
efficient, fair, and participative management of water resources".
Originally
formed on 17 October 2006 by some 50 entities as Foro Nacional por la Defensa de
la Sustentabilidad y el Derecho al Agua (National Forum for the Defense of
Sustainability and Right to Water), the Forum now counts more than 100 members.
The members of the forum are diverse environmentalist and human rights
associations, farmers' groups, foundations, municipalities (Cuscatancingo,
Cuscataln, San Salvador), NGOs, churches and religious communities, university
faculties...

Together with the influential El Salvador
Bishops' Conference, the Water Forum is involved in protests against the Law on
Water, pushed by the rightist parties, which would privatize and merchandise the
limited water resources of the country and prevent access of the poorest people
to the resource. The Forum recalled that access to freshwater was recognized as
a human right by the General Assembly of UN in 2010. The bishops quoted Pope
Francis' "Laudato si'" encyclical (24 May 2015), which states that "access to
healthy freshwater is a fundamental and universal human right, determining
people's survival, and therefore a condition for exercising the other human
rights."
A demonstration organized on 18 June 2018 by professors and students
of the University of El Salvador was violently repressed by the police. Norman
Quijano, President of the Legislative Assembly and member of the ARENA party,
called the protesters "terrorists" and "rascals".

The flag of the Water Forum, widely used
during street protests, is white with the forum's emblem. The emblem features a
blue water drop charged with a white tree, the forum's name in blue letters and
a blue rectangle inscribed with "POR LA SUSTENTABILIDAD Y EL DERECHO AL AGUA"
(For Sustainability and Right to Water).

The Water Forum celebrated its 10th anniversary with a special flag,
white with the anniversary emblem. The emblem features numeral "10", "0" being
formed by the drop and tree from the regular emblem, the forum's name and "Aņos
de lucha" (Years of Struggle). The blue rectangle is inscribed with a longer
motto, "Por la gestion publica y comunitaria, la sustentabilidad y el derecho
humano al agua" (For Public and Community Management, Sustainability and Human
Right to Water).
