Attached is an image of the Arua District in Uganda.

This is not to doubt John McMeekin, but rather to add a piece of "hard evidence"
of the existence of the flag of Arua which is shown
here.

I recently found the District Flag of Kapchorwa District (one of 55
Districts in Uganda), this flag is seen flying beside the Uganda Flag.
In order to check it, visit this
website.
The flag is composed of five horizontal bands: light-green over yellow
over red over white over light or pale blue, the flag is composed as follows:
light-green, and light-blue the same width, the central yellow band
is half the width of the green or light blue, the upper half is yellow
whilst the lower half is split into two equal bands of red over white.
The flag proportions look like being 2:3.
I had no idea that the Districts of Uganda had flags, but this flag now
proves me wrong.

Well, though the idea of 55 so far unknown sub-national flags is appealing,
what makes us think this is the District flag, instead of just the flag of
"something", flown in the district?

The flag of Koboko district has three equal horizontal stripes of yellow, white
and green with the district emblem in the centre as can be seen
here.
