Overview

The United Nations System Staff College (UNSSC) is a UN organisation that serves the personnel of the United Nations and its affiliates via interagency training and learning. The organisation aims to contribute to a more effective, results-oriented and agile United Nations through learning, training and knowledge dissemination. The idea of establishing a Staff College to serve the United Nations system was a direct response to long-standing perceptions on the need to strengthen the effectiveness of the international civil service. The feasibility of creating a Staff College began to be explored in 1969. In 1971, the United Nations General Assembly approved in principle the creation of the United Nations System Staff College. However, the Staff College was put on hold until financial resources could be identified. In 1993, the Secretary-General requested a joint UN/ILO team to develop a more concrete Staff College proposal. The proposal was accepted in 1995. The College began operations in 1996 as a project entrusted to the ITC/ILO. In August 2000, the College was evaluated by an independent team which recommended that a full-fledged United Nations System Staff College be established and a Statute be drawn up. The College was formally created by the General Assembly on 20 December 2000 via Res. 55/207.[3] This resolution called for "an institution for system-wide knowledge management, training and learning for the staff of the United Nations system." It also specified that special attention be paid to the areas of economic and social development, peace and security and the internal management of the United Nations system. On 12 July 2001, the General Assembly approved the Statute of the College via Res. 55/278. (Source) The flag is a horizontal blue background featuring the logo in the center.
