Hot Springs is the 10th most populous city in the U.S. state of Arkansas, the county seat of Garland County, and the principal city of the Hot Springs Metropolitan Statistical Area encompassing all of Garland County. According to 2005 Census Bureau estimates, the population of the city was 37,847. According to the 2007 US Census, Hot Springs has a population of 39,064.
Hot Springs is traditionally best known for the natural spring water that gives it its name, flowing out of the ground at a temperature of 147 degrees Fahrenheit (64 degrees C). Hot Springs National Park is the oldest federal reserve in the USA, and the tourist trade brought by the famous springs make it a very successful spa town."

The city flag is white with a corporate logo.

About 2016 or so, (earliest date I could find), the city logo (that is
used on the flag) was altered to add the text "Arkansas" below "National
Park". However, the main format of the logo did not change. The flag with
this addition can be found at
https://www.cityhs.net/CivicAlerts.aspx?AID=1282&ARC=1474.
Around the
historic Arlington Hotel, there is a city flag display and this one had a
blue border surrounded by a white border; the best way to describe it is that
it looks like that of Bentonville. I saw this
flag with the border about three or four times while the borderless flag
was seen once.
There are other flags I have noticed in this city. The aforementioned hotel
has a flag; it is their logo (full achievement of arms) in black on a white
background. The Garvan Woodland Gardens, a public garden facility that is owned
and operated by the University of Arkansas, has a flag with their logo on white.
The neighboring Hot Springs Village might have a flag; there was a sign
welcoming people to the city and I saw three flags (Arkansas, US, possibly city
flag, in order with the US having a taller pole). I believe it was a logo on
blue.

The flag of the City of Hot Springs, Arkansas, is white with city logo on it, including the words "National Parks". The flag in PDF document was sent to me by Steve Arrison from the Advertising and Promotion Commission.
