Baxley's flag is a logo on white as seen behind the mayor at http://www.baxley.org/exec/site/?mid=70 .

"The City of Baxley in Georgia, USA, is considering a new design for its official city flag. In doing so, the Mayor and Council would like input from the community. As a result, the City would like to sponsor an art contest for a proposed flag design. If your proposal is selected, a cash prize of $150 will be awarded. Please keep in mind that Baxley is known as the "Turpentine city", however, any design will be considered. The deadline for proposals is Friday, March 30th, 2007."
