The flag was presented in the "Salisbury, Maryland Public Brand Presentation", available on YouTube (24:00 - 26:00). https://www.youtube.com/watch?v=64X3MHexFMQ (24:00-26:00). It is, indeed, a banner of the historical arms of the town of Salisbury (England).

Newtown

Newtown is a historic district located north of downtown on the other side of the Salisbury Parkway. It was one of Salisbury's first suburbs, first developed around the early 1800s as Haynie's settlement, but would be renamed to New Town by the 1820s. The area was on of the most prosperous in the Delmarva peninsula with Green revival and Italianate housing.

The flag is a red field with a white concaved lozenge, and in the center is a floral type design with a green ring, with four gold circle on four sides of the ring, separated by four red petals, with it resembling a design used on the sign marking the districts boundaries, like this one: https://www.facebook.com/photo.php?fbid=768640163152757&set=pb.100064489667584.-2207520000&type=3
