Municipal flags in Quay County:

The Quay County flag, as adopted for the hoisting of the county flags in the state capitol in January 1993, depicts a Zia sun symbol in red (outlined lightly in black), with a brown map of the state extending over it and reading "Quay County" within. In the sun symbol's inner circle is a lone tree in brown over an area of grass. Clearly the flag's design is meant to remember the New Mexican state flag.
