"This Agreement is made and entered into this 9th day of March, 2026, by and between the Town of Bloomsburg, Columbia County, Pennsylvania (hereinafter "Town"), and Ayden M. Pointer (hereinafter "Designer")."
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF BLOOMSBURG ADOPTING AN OFFICIAL MUNICIPAL FLAG OF THE TOWN OF BLOOMSBURG AND ESTABLISHING ITS DESIGN AND SPECIFICATIONS
WHEREAS, the Town of Bloomsburg is the only incorporated town within the Commonwealth of Pennsylvania; and
WHEREAS, the Town desires to adopt an official flag to represent its heritage, character, and unique municipal status; and
WHEREAS, the Town Council finds it proper to formally describe and establish the design of such flag to ensure consistency in reproduction and display.
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Bloomsburg, Columbia County, Pennsylvania, and it is hereby resolved by the authority of the same as follows:
SECTION 1. ADOPTION.
The design described herein is hereby adopted as the official flag of the Town of Bloomsburg.
SECTION 2. DESIGN AND SPECIFICATIONS.
A. Proportions.
The official flag shall be rectangular in shape and shall measure three (3) feet in height by five (5) feet in length, maintaining a ratio of three to five (3:5).
B. Field.
The principal field of the flag shall consist of a solid maroon background, designated as Hex color code #890802.
C. Lower Stripe.
Along the entire bottom horizontal edge of the flag shall appear a continuous wavy stripe extending the full length of the flag. Said stripe shall be blue in color, designated as Hex color code #053772. The stripe shall symbolize the Susquehanna River.
D. Central Device.
Centered horizontally within the maroon field and positioned above the blue stripe shall be a circular gold ring, designated as Hex color code #FAD200. The ring shall encircle the official seal of the Town of Bloomsburg, including the depiction of the David Stroup Fountain.
E. Motto.
Within the blue stripe shall appear the words: "THE ONLY TOWN IN PENNSYLVANIA." The motto shall be centered horizontally within the stripe and shall be rendered in gold (Hex #FAD200).
SECTION 3. SYMBOLISM.
- The maroon field represents the Town of Bloomsburg and its residents and reflects colors historically associated with local institutions and community identity.
- The blue wavy stripe represents the Susquehanna River along the Town's southern boundary.
- The gold ring and enclosed seal represent the historic David Stroup Fountain, a symbol of the Town's civic heart.
- The motto signifies Bloomsburg's distinction as the only incorporated town in the Commonwealth of Pennsylvania.
