The City of Sioux Falls held a competition for a city flag: www.slate.com/articles/podcasts/gist/2014/08/the_gist_announces_the_new_sioux_falls_flag_and_ammon_shea_explains_linguistic.html.

The flag is described on its webpage: http://www.siouxfallsflag.com/:
The central feature of the design is the stylized falls in blue and white. The blue is the same shade as on the Flag of South Dakota and the sun also recalls the South Dakota Flag, representing Sioux Falls’ importance in the state. The pinkish red recalls the Sioux quartzite quarried in Sioux Falls, from which many of the important buildings in the city are built. The upward direction of the central design represents the growth of Sioux Falls. The combination of red, white and blue recall the American Flag, while the design and precise shades are distinctive.
