Here’s a list of number of merchant ships (ranked by decreasing

NB: Data presented are the last available ones, several of them
predates 1997. Countries not listed do not necessarily have no merchant
navy, but data are not available for these countries.

In bold face countries with shipping companies’ houseflags pages.
Looking down to the end of the list I find entries for 17 countries
with no merchant shipping at all.
Except for Wallis and Futuna (an island group) none of these countries
has direct access to an ocean or major sea, although Liechtenstein is
on the Rhine.
In Southern Africa both Lesotho and Botswana are listed — to my
knowledge they have no shipping.
But Swaziland (also landlocked) is omitted (as far as I could see), yet
it has (or has had) a merchant marine. Its capital, Mbabane, has been
accepted as a "port" of registration for vessels.
I do not know whether it currently owns any ships, but it made great
fanfare of the opening of the Mbabane registry, and there have been
some odd debates in the country’s Parliament about the disappearance
of its sole vessel.
